Ipas works globally so that women and girls have improved sexual and reproductive health and rights through enhanced access to and use of safe abortion and contraceptive care. We believe in a world where every woman and girl has the right and ability to determine her own sexuality and reproductive health.


The Regional Policy Manager provides leadership for Ipas policy and advocacy efforts in the Africa region. This position will focus on working with stakeholders and policy makers at the regional level to ensure girls’ and women’s right to access sexual and reproductive health and rights (SRHR) are protected and promoted. S/He will work with the Kenya Alliance policy staff and other Ipas country offices and partners to influence progressive policies that support SRHR. The position will support connecting global strategies and efforts to the regional and national level. The Regional Policy Manager is also responsible for implementing strategies to support women’s reproductive rights, with a focus on abortion care. The role also builds the capacity of regional networks to support Ipas’s mission.



• Contributes to the development of Kenya Alliance regional policy and advocacy strategies
• Works with global and regional policy organizations including, but not limited to, UN Women, the African Union, and the Pan-African Parliament to further Ipas’s mission across the region
• Leads Kenya Alliance regional policy and advocacy work influencing positive changes in different spaces where Ipas works
• Builds alliances by identifying partners and developing strong mutually beneficial relationships
• In coordination with senior advisors and country directors, provides policy technical and managerial leadership as needed for regional policy teams
• Maintains relationships with government officials and other regional organizations to assist with Ipas’s mission by organizing sensitization workshops and providing ongoing information
• Supports fundraising initiatives for policy activities by contributing to donor proposals and preparation or review of donor reports
• Reviews white papers and policy briefs for influencing policy and increasing access to sexual and reproductive health and rights
• Builds and nurtures existing networks and partnerships of organizations and institutions to support Ipas’s mission
• Represents the organization at various national and international advocacy meetings to ensure incorporation of Ipas objectives into the agenda for discussion

• Reports to key senior policy staff about country program efforts and needs, management of programs, supervision of staff, and other project issues
• Works with North Carolina, global and country office policy team members regarding workshop logistics, implementation of activities, and program needs
• Works with finance unit regarding budgets, grants and other financial issues
• Manages relationships with external entities including partner organizations, donors, vendors and consultants

• Performs other duties as assigned



• Bachelor's degree in Law with 12+ years of relevant experience or advanced degree and 10+ years of relevant experience
• Prior regional experience in policy advocacy role
• Advanced program planning and management experience
• Strong leadership and management skills
• Experience managing highly qualified technical staff
• Experience working in an international non-profit organization
• Working knowledge of French or Portuguese
• Ability to travel 50% of time within and outside of the region



• Master’s degree in relevant field
• Established relationships with regional bodies
• Working knowledge of budget oversight
• International experience preferred
