The Associate Regional Research, Monitoring and Evaluation (RME) Advisor provides need-based technical assistance to the country teams and program support team (PST) regarding the collection, cleaning, analysis, interpretation and use of routine data for program monitoring and improvement. The Associate RME Advisor also supports the PST and country teams to generate and interpret data for donor reporting. The Associate RME Advisor ensures regular communication with country teams and PST and stays informed of all key issues for the donor-funded projects they support.


• Support country teams and PST in development of monitoring and evaluation plans during project set-up for new grants/projects
• Facilitate country and PST access to evidence for program monitoring and improvement through development of tools and provision of technical assistance
• Skill-building of country and PST staff on use of Ipas’s monitoring database and other analytic tools to enable use of evidence to monitor and improve programs
• Provide feedback to and collaborate with Program Evidence Team to develop and implement global minimum standards/frameworks/guidance and maintain/improve Ipas’s monitoring database
• Support country teams and PST to clean, analyze, interpret and present data for donor reporting
• Collaborate with country teams and PST to prepare data tables, charts and figures and write technical narrative for internal and external reports
• Conduct short-term, in-person technical assistance and capacity building to country R&E staff as requested by the country teams
• Support Regional RME Advisor to complete other work as requested
• Other tasks as assigned


• Masters’ degree or equivalent work experience
• 2+ years’ work experience in global health programs, especially in monitoring and evaluation; 1+ years’ work experience using statistical analysis computer packages (Stata, SPSS, SAS) for descriptive and inferential statistics
• Experience with word-processing, spreadsheet, qualitative analysis software (NVivo, Atlas.ti, or others) and presentation software
• Experience with use of databases
• Experience with bibliographic software (EndNote, ProCite)
• Excellent written and verbal English language skills
• Well-organized with the ability to track multiple projects and deadlines
• Willingness to travel internationally up to 25%
• Ability to work successfully in a cross-cultural, team-based, global environment



• Previous work experience in Asia or supporting public health programs in Asia
• Experience with geographic mapping software
• Project Management experience
• Working knowledge of one or more languages spoken in Ipas’s program countries in Asia
