Overview

Ipas works globally so that women and girls have improved sexual and reproductive health and rights through enhanced access to and use of safe abortion and contraceptive care. The Senior Policy Advisor provides strategic guidance and technical assistance for Ipas’s policy and advocacy activities in Malawi. This position provides policy input, technical assistance, and high-level policy management support and oversight for Malawi. The person leads the law reform process on abortion in Malawi by providing strategic direction to government and public institutions and civil society organizations. The Senior Policy Advisor is also responsible for engagement in domestic, sub-regional and regional policy work in relation to Malawi as assigned, developing and maintaining partnerships with government and public institutions, colleague agencies, and representing Ipas Malawi in policy activities.

Responsibilities

• Provides strategic guidance for advocacy to identify and accomplish policy goals in Malawi and for global policy change opportunities
• Builds and nurtures existing networks and partnerships of organizations and institutions to support Ipas’s mission and legal changes on abortion
• Provides policy and advocacy support and technical assistance to Malawi including drafting speeches, PowerPoint presentations, program documents, policy statements, and workshop materials
• Provides ongoing global monitoring and feedback on country activities toward achievement of efforts for policy change, as reflected by donor deliverables and other indicators
• As assigned, provides finance, administrative, and monitoring support for Malawi including in areas of budget planning, forecasting, financial oversight, adjustments, and quarterly reporting
• Participates in planning meetings for donor programs; prepares timely and high-quality policy components of related donor reports; may also meet with donors
• Prepares for, participates in, and represents Ipas Malawi policy unit in broader organization program reviews and activities
• Researches and writes articles, brochures, and website materials supporting Ipas’s mission in Malawi for publication, as required
• Drafts policy reports
• Assists in relationship management and helps maintain key relationships with Malawi national non-profits, private sector entities and policy networks, especially at the national level
• Mapping of partners and partnership programs
• Assists with data collection and analysis
• Help to build and maintain an online community of practice
• Performs other duties as assigned
• Reports to Country Director in reference to Malawi policy opportunities, country programs efforts and needs, management of programs, supervision of staff, and other project issues
• Works with Policy team members in reference to workshop logistics, implementation of activities, and program needs
• Works with finance unit in reference to budgets, grants and other financial issues
• Manages relationships with external entities including partner organizations, donors, policymakers and consultants
• Other duties as assigned

 

Requirements

Minimum  
• Bachelor’s degree in law, public health, policy analysis or equivalent related field
• 9-10 or more years of experience in public health
• Advanced program planning and management experience
• Experience working or living in developing countries
• Must be flexible and able to adapt to changes in strategy
• Strong written and oral communication skills
• Demonstrated ability to work in multi-cultural environment
• IT/Software Requirements: Microsoft Suite, Outlook, and Sharepoint


Preferred
• Master’s degree
• Experience working in a non-profit organization
• Established relationships with public health organizations
• Working knowledge of budget oversight
