  • Overview

    The Regional Research, Monitoring, and Evaluation (RME) Advisor provides needs-based technical assistance and leadership to the country teams and Program Support Team (PST) in research, monitoring and evaluation design, implementation, analysis, and dissemination efforts across a regional portfolio of projects and awards. The RME advisor leads capacity development of PST and country teams to monitor, interpret, and use programmatic evidence for decision-making.

    The RME Advisor serves as a country program advocate for research, monitoring and evaluation needs. They are the primary NC contact to country offices and HQ departments and act as a liaison between country programs and other NC support teams for RME. This means connecting diverse teams and personnel throughout the organization, to solve problems and address RME needs.

    The position requires the confidence and expertise to make evidence-based decisions and understand the big picture view of a country program as well as its relationship to the entire organization and region.


    • Identify RM&E technical skill gaps in the region with input from country teams and the PST and develop capacity-building plans.
    • Provide short term RM&E technical assistance and capacity building in person as requested by the country team or PST management
    • Provide technical assistance to country and PSTs in development of monitoring and evaluation plans during project design for new grants/projects
    • Provide high-level technical assistance to country teams and PST staff to optimally implement their M&E plans, including assistance during set-up for new projects
    • Facilitate country & PSTs access to evidence for program/projects monitoring and improvement through development of monitoring tools and provision of technical assistance; communicate results of research studies, regular monitoring, and evaluations to audiences with varying levels of data literacy and perspectives
    • Support country teams to analyze data for donor reporting to measure progress against indicators and provide explanations of variance
    • Use statistical analysis packages to develop code to clean and analyze data against predetermined indicators
    • Support onboarding of new RME and PST staff; lead skill-building of Ipas’ global data management system
    • Support research and evaluation study design, tool development, ethical review, data collector trainings, implementation, analysis and dissemination
    • Coordinate and lead on the PST’s contribution to the development and use of global indicators, data collection processes, upgrade/maintain Ipas’ global monitoring database and setting of minimum global RM&E standards
    • Provide high-level assistance to support countries in developing local country strategic plan projections and developing monitoring reports to track progress against those plans



    • Masters’ degree or higher in public health, statistics, social science, or a related field; or equivalent professional experience
    • 3+ years’ work experience in global reproductive health programs (or closely related field), especially in quantitative and qualitative research, monitoring and evaluation; 2+ years’ work experience using statistical analysis computer packages (Stata, SPSS, SAS) for inferential statistics
    • Experience with word-processing, spreadsheet, qualitative analysis software (NVivo, Atlas.ti, or others) and presentation software
    • Experience with use of databases
    • Experience with geographic mapping software a plus
    • Experience with bibliographic software (EndNote, ProCite)
    • Excellent written and verbal English language skills
    • Well-organized with the ability to track multiple projects and deadlines;
    • Willingness to travel internationally, up to 30% time
    • Ability to work successfully in a cross-cultural, team-based, global matrixed environment


    • Additional language skills desirable (especially French, Portuguese)   
    • Previous work experience in Africa (particularly East and Southern Region)
    • Experience in supporting RME activities across multiple countries
