  • Overview

    The Program Financial Analyst (PFA) provides integral financial support to the Global Award Management department’s successful management of Ipas’s complex, multi-regional awards through donor-responsive and organizationally-appropriate budgeting, financial analysis, and clear presentation of finances to inform decisionmaking. The PFA contributes to financial compliance with operational and contractual requirements and reports to the Senior Program Financial Analyst.


    • Support proposal budgeting efforts for the department through the review of budgets for accuracy, completeness, fee structure, and indirect cost recovery.
    • Support organization-wide donor budgeting and financial reporting through review of donor financial documents for accuracy, adherence to budgeting best practices, and indirect recovery.
    • Lead donor and Ipas financial compliance through award lifecycle through providing financial leadership to donor reporting, forecasting, and billing processes for assigned awards, as relevant. Coordinate with Award Managers to ensure these are appropriately supported by the requisite related donor deliverables.
    • Prepare regular analyses of awards’ financial status and trends, including labor analyses, revenue and variance analyses, award cross-cutting financial issues, and special analyses to improve overall financial management and cost effectiveness.
    • Proactively monitor financials and promptly identify and escalate financial compliance issues for resolution. Monitor response and coordinate follow-up to ensure issues are resolved.
    • Support response to finance-related donor queries.
    • Support the department’s development and implementation of financial management capacity building for Program Support and In-Country Teams. 
    • Work with the department to prepare and manage the department’s annual operating budget.
    • Other tasks as assigned



    • Bachelor’s degree.
    • Five years of professional work experience, including at least two in a financial capacity.
    • Fluency in English.
    • Ability to understand programmatic implications of financial management and to clearly communicate financial knowledge to a range of audiences, including non-Finance staff.
    • Proven skills in advanced Excel functions.

    Preferred Skills

    • Master’s degree in Finance or related field.
    • Experience working in the international NGO sector.
    • Ability to work in French, Spanish, or Portuguese.
