    Women and girls in Francophone Africa face incredible difficulties in determining their sexuality and reproductive health with lack of access, knowledge and use of reproductive health services, and an especially high need for increased use of safe abortion services. With projects well underway in the Ivory Coast, Benin and the Democratic Republic of Congo, Ipas is setting up a Francophone Regional Program with an office in Abidjan, Ivory Coast, with the aim to reinforce comprehensive abortion care access and advocacy efforts in the region, through extensive alliances with current and new partners. Ipas has been working in the region since 2002 with the objective to overcome political and cultural barriers and since 2016 significantly expands safe abortion programs with health and government officials. In collaboration with national, international, and community-based partners, we focus on translating existing legal provisions for abortion into high-quality, accessible care for women. 

    To support this exciting and fast growing program, we are currently seeking a qualified Francophone African candidate for the position of Policy and Partnership Manager Francophone Africa, to be based in Abidjan, Ivory Coast.


    The role

    The regional Francophone Africa office in Abidjan provides flexible technical assistance and support to stand alone country programs in the region as well as develops and implements regional programs and activities. Our goal is to build capacity and support access to comprehensive abortion and contraceptive care across Francophone Africa and within existing organizations. To ensure this becomes reality, the Ipas Francophone program will need a sharp, innovative, bilingual and experienced Policy & Partnerships Manager, with solid experience in partnership building, creative advocacy design, diplomacy, and a strategic understanding of the SRHR landscape in region. The Policy & Partnership Manager (P&PM) will provide senior level knowledge, technical assistance, and support for the development, revision and execution of regional and national policies and strategies related to sexual and reproductive health and comprehensive abortion care.

    Through capacity-building interventions with the legal sector, youth activists, and sexual and reproductive health and rights leaders, we are also building a regional network of committed champions to advocate for expanded abortion access. The P&PM will manage, create and maintain relationships from grassroots to the regional level, and to make sure Comprehensive Abortion Care becomes a priority item on the Family Planning Agenda of the FP2020 and Ouagadougou Partnership initiatives.

    • Develops advocacy strategies that support Ipas FA and country policy priorities; provide strategic guidance for interventions to accomplish policy goals
    • Builds and nurtures existing networks and partnerships of organizations and institutions to support Ipas’s mission and desired legal changes on abortion
    • Provide direct support to Director Francophone Africa in devising a partnership building strategy and maintain relationships with key regional actors, organizations and coalitions for safe abortion care
    • Engagement with regional bodies in coordination with Ipas’s regional office, developing and maintaining partnerships with colleague agencies, and serving as liaison to other Ipas global and regional units.
    • Translating complex regulations, policies, legal changes, draft bills and practices into accessible communications for diverse audiences including lawmakers, advocates and coalition partners and Ipas staff; developing messages and media responses as appropriate
    • Provides capacity building to country teams and partners on VCAT and effective advocacy
    • Outreach to non-traditional and community-based partners to affect social and behavioral changes focused on women’s rights and self-efficacy in demanding abortion care
    • Lead planning and budgeting for policy activities for the regional programs, monitor the implementation of activities and planned results.
    • Maintains relationships with government officials and other national and regional organizations to assist with Ipas’s mission; conceptualize programmatic activities aimed at improving the policy environment through engaging with key policy makers and other stakeholders 
    • Prepares presentations and papers for conferences and workshops; reviews other documents for publication by Ipas 
    • Supports fundraising initiatives for policy activities by contributing to donor proposals and preparation or review of donor reports
    • Provides ongoing global monitoring and feedback on country activities toward achievement of efforts for policy change, as reflected by donor deliverables and other indicators
    • Mapping of partners and partnership programs
    • Assists with data collection and analysis

    • Experienced advocate with demonstrated time working with government and / or regional institutions as they relate to advancing women’s health, with demonstrated comfort working on abortion
    • Outstanding interpersonal communication, teamwork and partnership skills; Demonstrated ability to lead and work collegially with other technical staff, experts and counterparts in the public, private and NGO sectors.
    • Strong skills in the design, implementation and monitoring of family planning/ CAC programs with experience in training, advocacy, services and health system strengthening
    • Experience: community engagement and/or campaign development, social movements, mobilization, civil society engagement
    • Demonstrated problem solving skills
    • Experience working in policy and advocacy
    • Experience working in a non-profit organization
    • Must be flexible and able to adapt to changes in strategy
    • Advanced program planning and management experience
    • Must be eligible to work in the Ivory Coast
    • At least 8 years of experience in public health, policy formulation, strategy development
    • Strong written and oral French and English language skills
    • Demonstrated ability to work in multi-cultural environment
    • Ability to travel 40% within and outside the region
    • IT/Software Requirements: Microsoft Office Suite, Outlook, and Sharepoint
