  • Overview

    The Programs Manager II works at the Ipas Alliance Office based in Nairobi to provide technical and managerial leadership for Alliance Kenya and Uganda Programs. This position is part of the Senior Management and is responsible for the development and implementation of strategic plans, strategies and work plans to ensure that program goals and objectives are met. This includes providing strategic inputs for annual work plans, proposal development, analysis of programmatic results, identification and resolution of challenges and program performance, application of lessons learned and best practices to improve program performance, donor reporting, financial monitoring, and personnel management. In addition, the Programs Manager II works with technical units to ensure successful implementation of work plans under identified Output areas.

    Responsibilities

    Key Responsibilities:

    • Working with the senior management to actualize the alliance strategic plan and leads the process of developing the organizational operational plan, country work plans, tracking achievements and reporting these on a quarterly basis
    • Leads and facilitates discussions during quarterly review meetings (QRM) and offers strategic recommendations and maintains tools to track programme and project achievements (against scope, budget and time)
    • Work closely with the regional and programme support team (RST and PST) and solicits guidance to resolve donor, technical and programmatic issues
    • Leads the process of providing input on preparation of proposals and donor reports, especially related to service delivery statistics, policy influence and sharing lessons learned and best practice
    • Provides leadership for planning and effective implementation of programs at the national level
    • Solicits guidance from Global units to resolve cross-cultural and technical issues as needed
    • Conducts field visits in area of responsibility in order to provide programmatic oversight and assistance
    • Represents Ipas with government and health officials and local partner organizations; promotes Ipas’s work by participating and presenting in conferences, meetings, etc.
    • Provides technical and programmatic inputs into the development of annual country work plans and budgets, reviews quarterly budgets and expenditure reports, and monitors activity budgets spending to ensure financial planning is on track
    • Coordinates work through multiple units and/or offices and provides leadership, support and strategic direction to team members across units and/or offices and countries
    • Interacts with senior members of other units to meet their directives, share progress of work, resolve problems, and find alternate workable strategies
    • Meets individually with direct reports to discuss performance expectations, annual goals and results, maintains responsibility for the hire and discipline of Ipas team members
    • Performs other duties as assigned


    Internal & External Customers / Suppliers as well as Third Parties
    • Collaborates with Managers and Directors across units or offices in reference to allocation of resources, budgetary issues, and program results
    • Works with Programs Associates and Advisors in reference to program implementation, field level challenges, and other program issues
    • Works with Program Support Team (PST) in North Carolina in reference to implementation of program work plans, budget review, and development of proposals and donor reports
    • Reports to Director in reference to special requests, strategic planning, and program results and progress
    • Manages relationships with partner women’s advocacy and non-profit organizations in reference to common goals and programs needs
    • Manages relationships with government and district health officials, providers, clinical mentors, and training coordinators in reference to program related training and services

    Requirements

    Minimum Requirements:
    • Undergraduate in Project Management or related field
    • 12 years’ solid work experience required
    • 5 or more years of leading program operations experience
    • Previous supervisory experience
    • Cross-cultural work experience
    • Working knowledge of project management and strategy development
    • Working knowledge of budget management
    • Must be able to effectively communicate and interact internally with colleagues and externally with government officials, donors and other stakeholders
    • Must have strong writing and presentation skills
    • Ability travel 25%


    Preferred Requirements:
    • Master’s degree in project management or other related field
    • Experience working in an International non-profit organization with multiple donors
    • Excellent knowledge of budget oversight
