  • Overview

    The Admin & Finance Advisor I is responsible for assisting the Country Representative (CR) with the overall admin & finance operations by assuming responsibility for specific admin & finance functions. The Admin & Finance Advisor I reports technically to the Senior Admin & Finance Manager for Francophone Africa (SFAMFA), and is the primary liaison with Ipas´ Global Finance Unit based in North Carolina. He/she is responsible for contributing to budget drafts, reviewing proposals and financial reporting. This position may also provide human resources support in areas of employee on boarding, benefits enrollment, and acts as liaison with Ipas´ Global Human Resources Unit. The position works in close collaboration with the consulting firm in charge of payroll and tax compliance related issues, and promptly reports any observation to the CR and SFAMFA.

    Responsibilities

    • Reviews, processes, coordinates and reconciles payments to vendors and other external entities
    • Obtains vendor's information and creates a vendor's file in Workday accounting system
    • Oversees consultants and partners´ agreements, reviews the filing and record keeping
    • Prepares monthly bank reconciliations, reviews and approves transactions on Ipas accounting software, and approves petty cash expenses
    • Defines and sets financial control systems in accordance with Ipas procedures
    • Ensure compliance with Ipas financial and administrative procedures and deadlines
    • Participates in developing Ipas Côte d´Ivoire budgets plans
    • Participates in the procurement committee, and reviews quotes for genuineness and best offers
    • Participates in the preparation of donor reports and proposal budgets in collaboration with other team members
    • Supports the Program Manager with regular, monthly financial analyses of spending against budget
    • Processes requests for payments to vendors/consultants ensuring that agreements, invoices and other documents are properly completed and processed in Workday
    • Maintains a log of withholding tax deducted from consultants while ensuring the deductions are remitted and entered in support to the consulting firm engaged by Ipas
    • Processes all travel advances, travel expenses, program activities pay-out and medical insurance advance requests.
    • Contributes to preparing and submitting monthly financial reports to HQ, including monthly average exchange rate calculations
    • Prepares Country balance sheet reconciliations and submits to CR for review.
    • Collaborates with SFAMFA to prepare donor financial reports and manage the reporting timetable; ensures the donor report reconciles with the general ledger
    • Coordinates with the consulting firm in charge of preparing monthly payroll, and remits payroll deductions to statutory bodies in accordance with local laws
    • Completes all new employee on boarding documentation, and assists with the orientation of new staff
    • Manages employee enrollment into benefits plans, and communicates any changes in staffing to HQ Global HR Unit
    • Performs other duties as assigned

    Requirements

    • Ivorian national
    • BA in related field
    • At least 5 years’ experience in a similar role, working with General Ledger accounting
    • Knowledge and experience of fund accounting, local and national tax laws and accounting standards
    • Employee benefits and other relevant HR experience
    • Excellent organizational skills and highly respectful of deadlines payment
    • Fluent in French, conversant in English
    • Team player with excellent interpersonal communications skills

    Preferred Requirements

    • Accounting experience with international NGO
    • Master´s Degree in a relate field
