  • Overview

    The Policy and Communications Associate provides technical support for policy advocacy initiatives to develop post abortion family planning (PAFP) policy & guidelines and to increase access to safe post- abortion care (PAC) services and contraception. This position supports the Ipas Pakistan’s work with stakeholders, managers and policy makers at the district, provincial and national level to ensure improvement in policy & regulatory environment around PAC/PAFP and access to PAC and contraception for women is promoted and safeguarded.  Under the supervision of Policy and Communications Advisor, the Policy and Communications Associate also plays an active role in implementing advocacy and communications strategies to improve the enabling environment in support of women’s reproductive rights, with a focus on post abortion care and contraception care.


    • Participates in planning and budgeting for policy activities, tracks and monitors policy activities and planned results as well as small grants
    • Under supervision of Policy & Communications Advisor and in coordination with other Program staff, provides program support as needed with national, provincial and district activities
    • Supports in developing presentations, materials and reports related to workplan activities
    • In support to the Policy & Communications Advisor, builds and maintains relationships with partner organizations, government officials and others to assist with Ipas’s mission, assisting with coordination of consultative, advocacy and sensitization meetings/workshops and providing ongoing technical resources and information as needed
    • Promotes and supports coalition-building and networking strategies to promote access to safe post abortion care and reduce social stigma and persisting barriers
    • Implements activities consistent with organizational priorities and donor requirements
    • Supports fundraising initiatives by contributing to donor proposals and preparation or review of donor reports
    • Researches information for drafts of policy briefs for influencing policy and increasing access to safe post abortion services
    • Tracks and monitors existing networks and partnerships of organizations and institutions, as well as identifies new networks and partners, to support Ipas’ mission and an enabling environment for safe post abortion care
    • May represent the organization at various local, national and international meetings to ensure incorporation of Ipas objectives into the agenda for discussion
    • Apply project management principles in managing technical scopes of work
    • Performs other duties as assigned

    Internal & External Customers / Suppliers as well as Third Parties

    • Assists the Policy & Communications Advisor and works with Program and operational staff in country and in the global office in reference to policy strategy, activity planning and budgeting, shared tasks, and other policy, advocacy and communications related matters
    • Assists the Policy & Communication Advisor in work with North Carolina Technical Excellence leads to connect in-country technical teams to relevant guidance and resources
    • Reports to Policy & Communications Advisor in reference to program efforts and needs, management of programs and other project issues
    • Facilitates relationships with government and health officials and partner organizations in reference to communications, advocacy and policy initiatives and strengthening program implementation 


    • Master’s degree in Public Health, Communications, Health/Population Policy, Gender studies or related qualification in relevant field
    • Ability to work in a fast-paced environment and experience with monitoring and adjusting strategies for programming as needed to achieve project goals
    • Experience in working with health/population policies and/or communication strategies and campaigns
    • Experience with, or a demonstrated commitment to, supporting sexual and reproductive health and rights of all women
    • 3-5 years of relevant experience, including:
    • Experience in program planning and coordination/management
    • Experience in workshop and meeting facilitation and planning
    • Good public speaking and writing skills
    • Experience working in a non-profit organization
    • Established relationships with public health organizations and the public sector
    • Fluent in English and other relevant local languages


    Preferred Requirements:

    • Relevant qualification in Public Health, Health Policy, Gender Studies or related field.
    • Past experience working with women’s sexual and reproductive health and rights
    • Working knowledge of Microsoft Office suite
    • Experience and understanding of basic monitoring and evaluation concepts
    • Proficiency in English
